Though it is only a rumor for the time being, I am already hopeful that this article/rumor will prove true. Let's discuss some of the actual possibilities from this.

Personally, I'm wondering how the maneuverability will be. Batman in Arkham City had his cape to glide around the city, but the turtles rely mainly rooftop jumping or traveling through a sewer.
Edit: Well, the rumor turned out to be false. I got my hopes up on this one. I was really hoping a company like Rocksteady would take interest and make the game. Too bad for the Turtles in this one.

It might be cool to have TMNT as a free-roaming game, like going on roof tops or driving in the van.

I think it would be good because of the Rocksteady creating the game. Arkham Asylum and Arkham City were two great games, and it would be nice to see the Ninja Turtles done the exact same way. A darker story like the comics. Also, they are interested in adding Bebop and Rocksteady, rumors say. That'd be nice to see.

...I'm not too sure about the free-roaming. But oddly enough, that's the one thing that has me interested the most. As far as I can recall, there's never been a free-roam Turtle game. Unless you count that insanely difficult one for the NES... But that was more Zelda-ish than free-roam.
In any case, any game with the Turtles is an instant buy in my books. They are by far my favorite comic book heroes. Spidey and Batman can just... Cowabunga? I dunno :3

I've always been a huge Batman fan, so I am not going to "Cowabunga" him. xD
The free-roam will be pretty awesome. I believe they will be able to maneuver more like Catwoman in Arkham City, except the cat-like movement obviously. The only thing I'm having trouble seeing would be the way they get off of the rooftops. I guess landing onto a lamp post and that sort of thing is very possible.
Plus, the combat system in Arkham City will be great with the Turtles. Just the counters and take-downs with each Turtle.

We do need a new TMNT game. Rocksteady would have had a great game with the different styles of each TMNT character. Not just the turtles, but Splinter and the others as well.
